<p align="justify">Wagad, (Tral), Mar 11: <strong>“Show me your identity card and I will allow you to move forward,”</strong> an Army officer asked Parveena Akhter, sister of Majid Jehangir who was killed by troops at Aripal.</p>
<p align="justify">Parveena, wailing and weeping, was stopped by the troops at a barricade outside Aripal village. She had come from her husband’s home in Pampore to see the face of her brother for the last time. For an hour the troops did not allow her to enter the village.</p>
<p align="justify"><img height="190" alt="Don’t you know that it is obligatory to carry an I-Card with yourself in Kashmir (courtesy and copyright of greaterkashmir)" src="http://kashmirmedia.files.wordpress.com/2007/03/iamgod.jpg?w=225&#038;h=190" width="225" align="left" /><strong>Beseeching the Army officer with clasped hands, she said, “I want to see my brother.”</strong></p>
<p align="justify">The officer however asked her to show that if she was carrying any identity card. “Don’t you know that it is obligatory to carry an I-Card with yourself in Kashmir,” he told Parveena.</p>
<p align="justify">“They have killed my brother and are now denying me to move,” Parveena told the reporters who were waiting near the barricade for army’s permission to enter the village.</p>
<p align="justify">On the persistent insistence of the media persons, the officer allowed Parveena and two of her family members to go ahead by foot.<img height="310" alt="The Cost Of Being A Kashmiri (courtesy and copyright of greaterkashmir)" src="http://kashmirmedia.files.wordpress.com/2007/03/death-3.jpg?w=225&#038;h=310" width="225" align="right" /></p>
<p align="justify">The barricade was crowded with people who couldn’t make it to their homes last night due to the cordon maintained by the troops. “I went to relatives place and spent the night there,” a government employee wishing anonymity told Greater Kashmir adding the troops didn’t allowed to go yesterday.</p>
<p align="justify">Many women were seen waiting near the erected barricade and repeatedly urging the troops to allow them to go to their respective homes. “Our children are alone there, please allow us to go,” the women said.</p>
<p align="justify">The people waiting for the go ahead expressed apprehensions saying that army might harm their family. “The troops have been harassing us for long and this time they might harm our families,” they said.</p>

<p align="justify">SRINAGAR, MARCH 10 (KONS) |50 RR personnel posted at Aripal village in Tral shot dead two cililians after they failed to trace out a youth they were looking for on Saturday evening. The deceased have been identified as Jehangir Ahmad Khan and Ghulam Mohammad Mir, both government employees.</p>
<p align="justify"><strong>Eyewitnesses said that people urged the army men to release them but instead they pumped bullets into their bodies killing them instantly.</strong> After killing them in cold blood, the fleeing jawans fired several rounds into the air to disperese the angry mob. The bodies lied at the spot for several hours. People assembled again carrying the bodies while chanting of slogans against the army. The army blocked all points leading to the main road. It is learnt that army has made it mandatory for the people particularly the youth of Aripal village to attend the camp daily for forced labour. “They (Army Personnel) come to our houses if we fail to turn up for the labour,&#8221; said a youth who looked terrified.</p>
<p align="justify">The defence spokesperson however said that the civilians were killed in militant firing.The Tral town and its adjoining areas are shut under a protest strike over the civilian killings.</p>

<p align="justify">JAMMU, MARCH 10 (KONS) |The state Cabinet has decided to terminate the services of 18 employees for alleged links with militants.The Cabinet yesterday agreed to the action recommended against the 18 employees by a committee headed by the chief secretary. A senior officer said the action was taken under Section 126 of the J&amp;K Constitution. During the recent Assembly session, Azad had indicated that he may take stern action against such elements.</p>
<p align="justify">“The Cabinet, in its meeting, took the decision. Official orders for termination of services will be issued soon,” Health Minister Mangat Ram Sharma told The Indian Express adding that the government would not tolerate any involvement of employees with militants, at any cost.</p>
<p align="justify">The government has not yet disclosed the names of the 18 employees, but sources said they include engineers, a doctor and a banker. The decision was taken in the Cabinet meeting which was boycotted by PDP. A committee headed by the chief secretary had submitted its report to the government a few days back. The committee was constituted by the chief minister after inputs from intelligence agencies and state police regarding alleged involvement of some state employees in subversive activities and their alleged links with militants. A PDP minister described the action as “taken in haste”. “It is unfortunate that the decision came at a Cabinet meeting which was not attended by our party. I am not aware of the whole picture. But I think any action taken in haste against employees can bring down the morale of those working under difficult conditions,”he added.</p>

<p align="justify">Srinagar, Mar 7: <strong>Muhammad Iqbal Shah holds an unenviable distinction in the Valley of woes: he was 14 when BSF soldiers arrested him, never to return. Thus, he’s the youngest among thousands of Kashmiris who disappeared in custody.</strong></p>
<p align="justify">Iqbal, a student of Wagoora Varmul, was working hard to pass his matriculation examination when troops of 163 battalion of paramilitary Border Security Force arrested him on March 13, 1995. <strong>“He was brutally tortured and all our attempts to rescue him proved futile,”</strong> his father Muhammad Yousuf said.</p>
<p align="justify">Though troops released his two classmates who were arrested a day before him, but there was no trace of Iqbal. The family approached the BSF camp but they denied his arrest.</p>
<p align="justify">“The assurances of the then Senior Superintendent of Police Muneer Khan, Deputy Commissioner and Lt. Gen M A Zaki, advisor to Governor, too proved futile,” Yousuf said.</p>
<p align="justify">Shattered, the family filed a Habeas Corpus petition in the High Court for locating the Iqbal’s whereabouts. On July 16, 1996, it directed the District and Sessions Judge Varmul to hold an inquiry.</p>
<p align="justify">After receiving the report, which confirmed the arrest of Iqbal, the Court finally disposed off the case on April 6 1999, with the direction to conduct an investigation and conclude the same in accordance with the law.</p>
<p align="justify">On Court directions a case under FIR no 88/99 under sections 346 RPC was registered at Police Station Varmul. Acting on court directions, District Magistrate Varmul formed a four-member committee comprising Additional District Magistrate Varmul as its Chairman, Deputy Superintendent of Police Varmul, Tehsildar and SHO Police Station Varmul as members.</p>
<p align="justify"><strong>“During the course of investigation all the legal formalities were completed, statements of witnesses were recorded and it was established that M C Heldar Deputy Commandant and J N Singh Assistant Commandant of 163 Battalion BSF are involved in the case and offence Sec 346 (abduction) has been proved against them,” the committee in its report said.</strong></p>
<p align="justify">The Committee quoting a report of Director General of Police addressed to Principal Secretary on September 8, 2000 said, <strong>“On March 1995 personnel of BSF’s 163 battalion raided the house of Muhammad Iqbal, Muhammad Ibrahim and Ghulam Mohiuddin Mir of Wagoora. All of them were ruthlessly beaten in BSF vehicles towards Anantnag (Islamabad). Two of them namely Muhammad Ibrahim and Ghulam Muhammad were left in serious condition at unknown places whereas whereabouts of Muhammad Iqbal were not known.”</strong></p>
<p align="justify">“After taking into consideration all aspects and reports received from different headquarters, we reached at the conclusion that Muhammad Iqbal Shah son of Muhammad Yousuf Shah of Wagoora, who was a student of 10th class is presumed to be killed and his dead body has been disposed off somewhere,” the report said.</p>
<p align="justify"><strong>“Despite the declaration that my son was killed by the BSF men, neither has his body been handed over to me nor the accused punished,” his father said.</strong></p>
<p align="justify">“We have suffered enough for the past seven years, now we want justice,” he said.</p>

<p align="justify">Srinagar, Feb 28: <strong>In the newly constructed market at Zakoora Crossing, 14 km northeast of Srinagar, it’s hard to find any trace of a carnage the Army soldiers carried out 17 years ago, killing about 30 unarmed civilians after firing indiscriminately on them. But the mayhem still haunts eyewitnesses and survivors of the incident.</strong></p>
<p align="justify">It was the afternoon of March 1, 1990—those days entire Valley was up in arms demanding freedom from India and protesting against atrocities by the Jagmohan regime—when a group of about 2,000 people decided to rush to Srinagar office of the United Nation’s Military Observer Group in India and Pakistan (UNMOGIP) to submit a memorandum.</p>
<p align="justify">Comprising young and old, the protesters, many of them clad in shrouds, were immersed in the din of Azadi slogans, recalled a shopkeeper at the Zakoora Crossing. In the meantime, he said, a convoy of five Army vehicles led by three Junior Commissioned Officers was returning from Sonamarg to Srinagar but found the road blocked near the crossing.</p>
<p align="justify">Initially, the locals said, three policemen who were guarding the crossing told the soldiers to wait for sometime till the protesters pass. “This led to a heated argument between the policemen and the soldiers,” the locals said.</p>
<p align="justify"><strong>Unprovoked firing</strong></p>
<p align="justify"><strong><font color="red">“We still remember an Army official telling the cops ‘give way or we’ll shoot you’,” many eyewitnesses of the incident said.</font></strong> They said three Army vehicles were fitted with light machine guns (LMGs) and as the convoy turned towards the demonstration, the soldiers opened fire. “Soon bodies piled up. I myself counted 11, they had died on the spot,” the shopkeeper, who requested not to be named, told Greater Kashmir. “Later many more succumbed to their injuries. And when I removed some people to the SKIMS, Soura, the doctors said they were no more,” he said. “Army wanted to kill them all because very few people had bullets in legs.”</p>
<p align="justify"><font color="red">In all, 26 civilians fell to the soldiers bullets while 50 more were injured in the incident that later came to be known as the Zakoora massacre.<br /></font>The mayhem continued for more than two hours, with the injured, helpless and hopeless, watching the bloodbath from a distance. None from the civil administration came to their rescue.</p>
<p align="justify">Only the locals rushed there ferrying the injured to hospitals, said Ali Muhammad, one of the eyewitnesses, insisting that the protesters had no clash or argument with the Army. “The firing was simply unprovoked,” he recounted.</p>
<p align="justify"><strong>‘Can I meet my son’</strong></p>
<p align="justify">A shopkeeper at the Zakoora Crossing said a 50-year-old survivor of the carnage, a deaf, often visits the spot where his son, who also was among the protesters, died. “He only says, ‘can I meet my son’,” the shopkeeper said.</p>
<p align="justify"><strong>Another massacre</strong></p>
<p align="justify"><strong>On the ill-fated day, 21 more Kashmiris were killed at about 5 pm by the Army soldiers who fired at a bus near Tengpora, Bye-Pass. They too were unarmed. The dead included five women.</strong></p>
<p align="justify">Next day, global watchdog, Amnesty International issued a second appeal for urgent Action on Kashmir pertaining to Tengpora and Zakoora. A detailed account appeared in the March 31, 1990 issue of the Economic and Political Weekly of Bombay, which reproduced the text of “India’s Kashmir War” by a team of four members of the Committee for Initiative on Kashmir.</p>

<p align="justify">SRINAGAR, JANUARY 28: <font color="red"><strong>An investigation into a missing man and his cellphone has uncovered a chilling story of three men being picked from the streets by the police, killed and passed off as Pakistani militants.</strong></font> <font color="black">Moving swiftly, the J&amp;K government has already issued orders to “attach” Ganderbal SSP Hansraj Parehar, DSP Bahadur Ram while police have arrested an ASI and a constable in this connection.</font></p>
<p align="justify"><strong>Police officials said that a carpenter and two street vendors from a south Kashmir village were killed last year in what Ganderbal police called encounters during joint operations with a CRPF unit and Rashtriya Rifles (RR).</strong></p>
<p align="justify">Given the serious nature of the offence, sources said that Chief Minister Ghulam Nabi Azad is going to make a suo motu statement in the Assembly tomorrow.</p>
<p align="justify"><strong>Those killed have been identified as carpenter Abdul Rahman Paddar and street vendors Nazir Ahmad Deka and Ghulam Nabi Wani, all from villages in Kokernag.</strong></p>
<p align="justify">J&amp;K DGP Gopal Sharma confirmed to The Indian Express that they have “attached” the SSP and DSP. “I have also ordered a full investigation to bring out all facts of the cases. There will be stern action as per law. We have already arrested an ASI and a constable,” Sharma said, adding that Kashmir range DIG Farooq Ahmad would head investigations into the entire matter.</p>
<p align="justify">According to police investigations, Deka was picked up from Lalchowk — he sold used clothes on the pavement — and taken to Wurpash, Ganderbal where he was killed on February 18 last year. He was described a foreign militant. Ganderbal police had claimed that he was killed in a joint operation with Rashtriya Rifles.</p>
<p align="justify">Police sources said that Ghulam Nabi Wani from Nowbug, Kokernag, was picked up from outside Biscoe school in the city where he plied a cart. On March 8 last year, he was taken to Hari Gunwan Kangan where he was killed in what Ganderbal police said was a joint operation with the RR. He too was called a foreign militant.</p>
<p align="justify">Police learnt of the killings while conducting a routine investigation. On December 14 last year, the parents and wife of 35-year-old Abdul Rahman Paddar, a carpenter from Larnu in Kokernag, approached the Batamalloo police in Srinagar, saying that Paddar been missing ever since he got off a bus at Batamalloo six days ago.</p>
<p align="justify">Police said they looked in vain for Paddar. Then his family provided one more detail: Paddar was carrying a cellphone, switched off the day he didn’t return.</p>
<p align="justify">Police asked for the IMEI (International Mobile Equipment Identity) number of the set. The family provided the IMEI number from the cardboard cover of the Nokia set which Paddar had not thrown after purchasing the phone. The police immediately contacted the service providers in the state and asked them to look for the phone.</p>
<p align="justify">The breakthrough came when Bharat Sanchar Nigam Limited (BSNL) traced the Nokia set. “BSNL informed us that a new SIM card has been put in the Nokia phone. It was easy for us since all SIM cards are registered with the service providers here.”</p>
<p align="justify">Police traced the new SIM card to a man in Tangmarg in north Kashmir who told them that he had given his SIM card to a “protected person” Abdul Raheem Wagay of Sumbal who lived in a hotel under police security in the Dalgate area of Srinagar. The police questioned Wagay. “We matched the IMEI number and found it correct. Wagay told us that ASI Farooq Ahmad Gudi who works with the Special Operations Group at Sumbal had given it to him. We didn’t waste time. We picked up ASI Gudi and interrogated him. By now, our other sources too had confirmed that Paddar had been picked up by policemen in plainclothes from Ganderbal district,” a police officer said.</p>
<p align="justify">Finally, ASI Gudi spilled the beans. He reportedly told his interrogators that he had taken the Nokia set from Paddar soon after the latter was killed in Vaskura, Ganderbal in December last year. ASI Gudi was part of the Ganderbal police squad. Police also arrested a constable Farooq Ahmad who was from Paddar’s village. <strong>After killing Paddar, Ganderbal police had identified him as a Pakistani militant with the codename Abu Hafiz and claimed that the encounter was a joint operation with the CRPF.</strong></p>

<p align="justify">Srinagar, Jan 20: <strong>The day he received the order confirming his appointment as driver in the Cable Car Corporation (CCC), he promised his daughter a joyride in the highest Gandola of the world at Gulmarg. He could not keep his promise. He fell to CRPF bullets at Gaw Kadal on January 21, 1990. The kid, now a grown up girl, has eyes on the stars. Pursuing a career in computers, the brave daughter of a brave father plans to give a good life to her mother.</strong></p>
<p align="justify">Saltanat Farooq was preparing to see fourth spring of her life when orphaned. I was greeted with the smell of kerosene when I entered her house at Court Road, a few weeks after her brave father Farooq Ahmad received several bullets on his chest. The stove was not running properly and Sultanat’s mother was trying her best to set it right. The fumes emanating from the burner gave her an excuse to moisten her eyes. I found it extremely difficult to start the conversation. Realizing she might be confused and surprised to see a total stranger in her room, I introduced myself. “Your husband was driver of my elder brother who is an officer in the CCC and has sent me to know about your welfare.” She heaved a sigh of relief.</p>
<p align="justify">That was the first day I saw Saltanat Farooq. Totally unaware of what had befallen her family, she talked and talked much to the delight of her aggrieved mother. <strong>Saltant knew Johny had taken sugar and his Papa had taken him to task for that. She was aware that the Black Sheep had a bag of wool for the dame who lived down the lane. She also knew that Jack had gone up the hill with Jill. But she was not aware of a harsh reality. “Papa Allah Kay Pas Gaya Hai (Papa has gone to Allah’s house).” Farooq died along with 51 others on January 21, 1990 when CRPF personnel opened fire on a peaceful procession at Gaw Kadal here. The processionists were marching towards Chotta Bazaar area where the troops had committed atrocities and molested many women during a search operation.</strong></p>
<p align="justify">I could not muster courage to ask Saltanat when will he return. The conversation had reached a delicate stage. The orphan had hit the nail on its head, the widow was about to collapse and I, who had visited them to play saviour, felt like a withered autumn leaf. I stood up to leave. The widow had prepared tea for me. The tea had a soothing effect. I felt resurrected. Hats off to the brave people of Kashmir. In spite of being victims, they can soothe the so-called saviours.<br />
Meanwhile, the widow was appointed in the corporation and the harsh realities of life started dawning on Saltanat. Last year, I received a call from my brother. He urged me to help Saltanat get admission in a reputed computer institute.</p>
<p align="justify"><strong>Saltanat now has the world at her fingertips. I forgot to ask her if she had a ride on the highest Gandola of the world.</strong></p>

<p align="justify">Varmul, Jan 21: Police Sunday recovered bullet-riddled body of Khalida the woman jailed for many months under the draconian Public Safety Act (PSA) for her alleged links with militants. She was released in December last year from Jammu’s Kote Bhalwal jail after three months imprisonment. Police said the body of Khalida daughter of Habibullah Dar of Bahlihiran Varmul was recovered in a field at Rafiabad. She had left her home on Saturday and was missing since then. Police has registered a case and started investigation.</p>
<p align="justify">Khalida was arrested on September 19, 2006 at Mawar Handwara when she was, according to police, on way to meet a militant commander. An FIR 245/2006 was registered against her and she was booked under the PSA, but court quashed her PSA on December 16, 2006 and she was released.</p>
<p align="justify">Khalida was arrested for the first time in 2002 and the PSA was slapped on her. Court had quashed her PSA. She was again arrested in 2004 and released after a few months of detention.</p>
<p align="justify">In her statement to the high court Judge Justice Hakeem Imtiyaz, Khalida has said that a constable of dreaded Special Operations Group (SOG) named Abdul Rashid had falsely implicating her. “ I was at aunt’s home and police arrested me saying I was not a resident of that village,” she had told the Judge.</p>
<p align="justify">Khalida had stated before the Judge that a woman sub-inspector named Rani of SOG had tortured her during interrogation, said a lawyer who pleaded her case. “She showed the torture marks to the judge and she was later released,” the lawyer said.</p>

<p align="justify">Srinagar, Jan 21: Aizi Begam, 72, of Maisuma whose son Shabir Ahmad was among 52 persons who were massacred by CRPF troopers this day on January, 21,1990 at Gaw Kadal remembered him with tears, as people offered prayers, and shouted pro-freedom slogans at the spot to mark the massacre’s 17th anniversary.</p>
<p align="justify"><strong>“I am proud of my son. Before achieving martyrdom he saved lives of many people in the procession,” said Aizi, holding Shabir’s photograph, sobbing as her son Zahoor Ahmad consolded her.</strong></p>
<p align="justify"><strong>“Troops fired many bullets at Shabir who came in way of a trooper firing indiscriminately at hundreds of unarmed peaceful protesters,” Zahoor said.</strong></p>
<p align="justify">Aizi Begum’s only regret is that she couldn’t see Shabir’s face before he was buried. “Government had imposed a curfew after the incident. I wanted to kiss his head; she made a proud mother,” she said.</p>
<p align="justify">Scores of people, including the relatives of the victims offered prayers at the spot. A memorial in the form of a big canvas with image of a soldier pumping bullets with a machine gun in the chest of a civilian was hung from a wall near the massacre site. A graphic narration of the massacre has been drawn on the canvas.</p>
<p align="justify">Muhammad Yaqoob who lost his father Haji Ali Muhammad in the massacre said, <strong>“The people who were massacred were demonstrating against the molestation of women at Chotta Bazar a day before. They had marched on many streets peacefully and were demanding action against the troops accused of the molestation of the women, but when they reached Gaw Kadal, they were killed like flies.”</strong></p>
<p align="justify">Yaqoob said his father had locked them up in their house and himself joined the protesters. “He told us ‘you stay at home, I will go with the protesters’. At home we heard continous rattle of fire and several hours later I went to the spot and saw the bodies lying on the bloodied road,” he said.</p>
<p align="justify">Zulima Mukhtar, sister of Abdur Rauf who took 52 bullets on his chest said, “It is high time we take the cause for which Rauf and 51 others laid their lives to its conclusion. But for that we must all be sincere.”</p>

<p align="justify">Islamabad, Jan 20: All Parties Hurriyat Conference (M) chairman Mirwaiz Umar Farooq has called for giving up armed struggle to pave the way for fruitful negotiations for a lasting settlement of the Kashmir dispute.<br />
The Mirwaiz, who along with other senior leaders of the APHC, is on a visit to Pakistan, stated this after a series of meetings in Islamabad, including crucial talks with President General Pervez Musharraf.</p>
<p align="justify">Speaking at a dinner meeting with Pakistan-administered Kashmir Prime Minister Sardar Attique on Friday, the APHC leader said peaceful negotiations were the only way out. <strong>“We have already seen the results of our fight on the political, diplomatic and military fronts which have not achieved anything other than creating more graveyards.”</strong></p>
<p align="justify">The Mirwaiz said some people involved in the struggle could still have some reservations, but as far as the APHC was concerned, “we are not prepared to sacrifice any more of our loved ones.” He said with their new strategy they would convince India to arrive at a more agreeable settlement.</p>
<p align="justify">Earlier in the day, the APHC leaders held a detailed meeting with President General Pervez Musharraf, which was part of what is being described as a fresh effort to push forward the three-year-old peace process between Pakistan and India.</p>
<p align="justify">The meeting attained a lot of significance because soon after their arrival in Pakistan, the APHC leaders had declared that their separatist organisation and the majority of Kashmiris living on the Indian side of the divide supported President Musharraf’s four-point settlement formula for Kashmir.</p>
<p align="justify"><strong>The meeting largely focused on President Musharraf’s proposals which include self-governance, demilitarisation and joint control of the disputed territory.</strong></p>
<p align="justify"><strong>Conscious of the expected opposition to such a settlement from hardline groups, President Musharraf called for discouraging elements hostile to the peace process.</strong></p>
<p align="justify">Earlier, in a meeting breakfast with the APHC leaders, PML chief Chaudhry Shujaat Hussain said: <strong>“Time has come for a bold decision, even if it is an unpopular one.”</strong> He said that at this crucial moment in history there was no time to remain bogged down in a debate on the UN resolutions.<br />
“Resolution or no resolution, now all sides need to consider what was in the best interest of the Kashmiri people, and then push for a settlement of the dispute,” the PML leader added.</p>
<p align="justify">APHC leader Abdul Ghani Bhatt on the occasion said that there was little room to include the Kashmiris in the negotiations between India and Pakistan. “These talks are taking place between two the sovereign states, and ours is just a disputed territory,” Bhat said.</p>
<p align="justify"><strong>“So, instead of creating problems, we think our purpose is solved by separately holding negotiations with both India and Pakistan,”</strong> he said. However, Bhatt was quick to clarify that these were his personal views, and not those of the APHC.</p>
<p align="justify">The Mirwaiz said there were many groups and parties in Kashmir, but it was the APHC which truly represented the aspirations of the people of Kashmir.</p>
<p align="justify">He said since President Musharraf publicly presented his proposals for a lasting settlement, the majority of the people in Jammu and Kashmir had accepted them as the best possible solution, adding that now it was time for India to match its efforts to move the peace process forward.<br />
The APHC leaders also had a series of meetings with the Indian side, but their scheduled meeting with Prime Minister Manmohan Singh was postponed.</p>
